Adjusting the cpu/gpu level to 4 made no difference to fps. Setting it to default makes it run at level 4 anyway. Changing frame hz is nice but setting it to 90 is default on quest 3 anyway and you only reach 120hz in specific games. Increasing the resolution looks nice but drops the frame rate which feels horrible in VR. FFR is decent as it increases framerate without any real impact to visuals. I tried this all in into the radius and Sail (multiplayer). If there are games that are using cpu/gpu level 2 by default maybe some of these settings could be changed to make a difference but ultimately I feel like default settings seem to me to be the most optimized. Have I just happened to try this on 2 games where the developers have done a good job?
