I'm having the same problem with my quest 2
Once all is good, you'll see a USB debugging prompt in the headset. If you don't see it pop up, again, try everything here: https://sidequestvr.com/space/142/p/700315/unauthorized-unable-to-connect-the-quest-apps-not-installing-cant-see-apps-once-installed-heres-why
Your cables must be faulty, or you have two accounts on the headset stopping the USB debugging prompt showing.

You'll be unable to accept the USB debugging prompt regardless of whether you're using SudeQuest or web ADB for example, so this isn't a SideQuest issue. The app works fine for me on my PC, laptop and Steamdeck with three different headsets.
TLDR, but a pack of brand new cables and a factory reset will help solve your problem.
