Try restarting your headset and switching dev mode off and on.
A defective USB cable could be the culprit. Experiment with other cables you possess or borrow one before purchasing a new one. Try different USB ports and flip the Type-C end 180 degrees.
Re-verifying their developer account (using a credit card instead of a phone number), toggling Debug Mode in the Meta Quest app, and factory resetting have worked for some users.
If possible, use another PC or the SideQuest app from the Android Play Store for testing.
Remember, Meta Quest Support could also help with Debug issues.
