Changing the "Pixels Per Display Pixel Override" setting in the Oculus Debug Tool also has no effect on the image.
What app are you testing in?
What notification do you see when you change the settings?
It's not the 'quality' that changes; it's the pixel density rendered.
This feature works fine in my tests.
Consider installing the SideQuest in-VR app from here https://sdq.st/download and using the feature in there.
Steam VR wont work with this.
I already tried changing the resolution in sidequest to oculus.
When applying the settings in VR, the helmet restarts and in the sidequest itself it is shown that the resolution is exactly the one I chose.
When changing settings in sidequest via PC - "Texture Resolution set OK!! Succcess".
Could this be a factory defect in the vr-helmet itself?

If you're looking for only a visible difference, it's possible the game textures you are testing are very low; this won't make higher-res textures out of magic.
You also haven't told me what app you're testing on. Remember, these settings reset once you turn off the headset.
Please install OVR metrics from Applab, toggle the resolution stats, and then change the setting. Once done, upload it to imgur.com and link to the video here.
Toggle other things like proximity sensors and remove the headset. If the lens stays lit up, SideQuest and your headset have no issues. Also, toggle the FPS stats in OVR for when you change that setting, too.
I'm unable to replace what you experienced, sorry.
Be sure to try the in-VR app, as I said before.
