You'll need to accept the USB debugging RSA fingerprint prompt in the headset.

If you don't see it, it's because one or more of the following is preventing it:

• USB debug mode is not enabled in the Meta Quest; enable it. If it's already on, toggle off and on again.

• Faulty USB cable or port. Even if it charges the device, it doesn't mean data can travel, and even then, ADB connections are very picky on the condition of the cable. Try as many as you can get your hands on, or even a new cable and different ports.

• You're on a secondary account. Delete it and only use one account when sideloading.

• Your device is incompatible with an ADB connection or has system restrictions preventing it. Try a different PC or phone.

You could also try a factory reset. Or contacting Meta Support.
