Quest App Switcher "Webpage Not Available" "Connection Refused"

Hello, I am trying to mod Beatsaber, I haven't modded beat saber in a year and I am following this tutorial with a PC: https://www.youtube.com/watch?v=_LPan111Yrk

Everything is fine, I have BMBF installed, sidequest, but when I go to open Quest App Switcher I just get a Webpage Not Available "(long ip)/setup" I have no idea what is wrong.
