There have been lots of reports of Developer Mode disappearing from the Oculus App.

If developer mode has disappeared from your Oculus app (if you have verified or not) please reach out to Oculus Developer Support and indicate that you are a SideQuest Developer: https://developer.oculus.com/support/

Some users have reported success by doing the following:
Verify your Dev account with both mobile and card details.
Put your device into Developer Mode by connecting your headset to your PC using Bluetooth using the Oculus Developer Hub. If your headset is already paired via ODH you don't need to unpair, just hit setup new device and follow on screen prompts.
