We don't have a computer so was trying to connect my phone to the quest 2 and use side quest. We get the pop up to allow access then nothing happens in the quest and a message stays on my phone screen that says something like you may need to agree to allow access on the headset. I have seen developer mode mentioned, is the mode required? We don't have developer mode. I have an Android phone

It's a Nokia X100 phone, Android
You'll need to turn on dev mode with whichever method you use. There is no other option unless you only use AppLab games.
So to turn on Dev mode I have to create a developer account on Oculus correct?

It sounds like you may have a faulty USB cable. Try a few spare cables you may have or if possible, borrow one just to be sure before potentially buying a new one. Also, try using different USB ports and flipping the type C end around 180 degrees.
If you’re able to get a USB connection even for just a moment, use the ‘Enable wireless mode’ in the SideQuest app.
I would recommend using the easy installer next time you find a working cable and put Sidequest straight onto the headset.

Where do I find the easy installer ? Does it require a computer? My mom has a computer but it's very picky about downloads. I thinks it's a Mac maybe ? Lol
You can use the Easy installer without installing the .exe as it just runs. Once you've got SideQuest onto the Quest, feel free to delete Easy Installer files that were downloaded, and you can update the app from inside the headset in future.
